Establishing Programme Management best practice within MOD Front Line Command
Business Need
Defence has mandated the requirement for Portfolio, Programme and Project Management (P3M) Frameworks within P3 Offices to adopt a common operating standard and structure across the Front Line Commands (FLC). Programme Management expertise was required to support an FLC in establishing programme management best practice.
Our Role
Raptor was tasked as part of a multi-disciplinary consultancy team to support an MOD FLC to establish a Programme Management Support Function (PMSF) comprising a Centre of Excellence and seven Programme Management Offices (PMOs) to manage and deliver the Portfolio and to provide programme management expertise to Senior Responsible Owners and Programme Managers.
Raptor led on the programme reporting, planning, and dependency management elements of the Programme Management Control Framework, developing best practise processes, templates and exemplar artefacts for the Centre of Excellence. The PMCF enabled a structured and consistent approach to programme management across the FLC’s 30+ capability programmes.
Raptor was also responsible for providing programme management skills and knowledge transfer to develop and upskill the PMOs within the four of the FLC’s key programmes.
Result
A Programme Management Control Framework and PMOs were established within the FLC, fulfilling the mandate and enabling effective monitoring and control of programme performance and accurate performance and benefits reporting to inform SRO decision making.
